What’s the average time for the phone to charge?

There's no average time as that depends on the phone model, and how much battery is there to start.

If you don’t have a 10w, will it charge at 7.5w or will it step down to 5w?

It will charge up to 10W, whatever your device can take.

Will it charge an Apple Watch?

It can charge an Apple Watch through the USB port in the back with an Apple Watch cable. Apple watch is not Qi standard, so it won't charge off the pads.

Will the wireless charging work with an Otterbox case around it?

Depends on the Otterbox case. Qi charging standard allows for the charging coils to be a certain distance, and the Defender case may be thicker than that allowance

Does it charge tablets?

It will charge any Qi enabled device, however, a tablet may be too large to be able to position it correctly on the stand. There is an additional USB-A port on the back that you could plug in a cable and charge it.
